feat(ui): localize WorkConsole, DescriptionStepsCard and the ROADBLOCK label

The review/merge cockpit was the last unlocalized surface in the detail
pane, mixing hard English with translated tooltips on the most-used screen.
Routes all literal strings through details.workConsole.*, details.stepsCard.*
and details.roadblockLabel, with en/de parity.
