refactor(worker): single parent-advance path for planning + improvement
Collapse TryCompleteParentAsync (planning -> Done) and TryAdvanceImprovementParentAsync (improvement -> WaitingForReview) into one TryAdvanceParentAsync that surfaces any WaitingForChildren parent for review once all children are terminal.
