chore(ui): clear build warnings

- Guard Windows-only ServiceController/registry calls behind SupportedOSPlatform
  and OperatingSystem.IsWindows() (CA1416)
- Initialize test-only ctor fields with null! (CS8618)
- Migrate obsolete Avalonia APIs: Watermark -> PlaceholderText,
  SystemDecorations -> WindowDecorations
